Government Grants & Contracts for Veteran Businesses

SBA VetCert Program

The SBA VetCert program is the federal government's certification for Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). This certification unlocks access to sole-source and set-aside contracts across all federal agencies.

VOSB Benefits

  • Federal sole-source contracts up to $5 million (manufacturing) or $4 million (other)
  • Priority in federal procurement competitive set-asides
  • Eligibility for SBA-backed loans and mentoring programs
  • Recognition as a verified veteran business for state and local opportunities

SDVOSB Additional Benefits

  • The federal government has a 3% SDVOSB contracting goal across all agencies
  • Higher priority in set-aside competitions than VOSB alone
  • VA-specific contracts available only to verified SDVOSBs
  • Joint ventures with other SDVOSBs for larger contracts

How to Apply

Applications are submitted through the SBA's Veteran Small Business Certification portal (vetcert.sba.gov). You will need to provide proof of veteran status, ownership documentation, and business financial records. Processing typically takes 60-90 days. The certification is valid for 3 years with a simplified renewal process.


SBIR/STTR Research Grants

The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are the largest source of early-stage R&D funding in the United States. These competitive grants do not require repayment and do not take equity in your company.

Veteran Advantage

While SBIR/STTR grants are open to all small businesses, veteran-owned businesses have a distinct advantage. The DoD and VA actively encourage veteran applicants, and several agencies (including DARPA and the Army) have veteran-focused topics. Your military experience in operations, logistics, cybersecurity, and healthcare is directly relevant to many solicitation topics.


VA OSDBU Contracting

The VA's Office of Small and Disadvantaged Business Utilization (OSDBU) is the gateway to billions of dollars in VA contracts. The VA is the largest federal agency for veteran-owned business contracting, with mandatory set-asides specifically for verified VOSB and SDVOSB firms.

  • Set-aside competitions limited to verified veteran businesses
  • Subcontracting opportunities with large VA prime contractors
  • IT, healthcare, construction, and professional services contracts

How to Get Started

  • Get your SBA VetCert certification (required for VA set-asides)
  • Register in SAM.gov (System for Award Management)
  • Attend OSDBU "Vendor Outreach" sessions held quarterly
  • Review open solicitations on beta.SAM.gov and VA eCMS
  • Connect with a Procurement Technical Assistance Center (PTAC)

VA's "Rule of Two": If contracting officers identify two or more verified SDVOSB or VOSB firms that can fulfill a requirement at a fair price, they must restrict competition to those firms. This gives veteran businesses a significant competitive advantage.


State-Level Veteran Business Grants

Beyond federal programs, many states offer their own grants, loans, and contracting preferences for veteran-owned businesses. Here are states with particularly strong programs:

CalVet Small Business Loan Program offers loans up to $250,000 at competitive rates exclusively for veteran-owned businesses.

Texas Veterans Commission provides grants and connections to the Texas Enterprise Fund for veteran entrepreneurs.

Patriot Plan offers reduced-rate loans and the Entrepreneurship Assistance Program provides free training and mentoring for veteran business owners.

Virginia Department of Veterans Services connects veteran businesses with state procurement opportunities and offers the V3 (Virginia Values Veterans) employer program.

Florida

Service-Disabled Veteran Business Enterprise Opportunity Act gives certified SDVBE firms preference in state contracting, with a 6% annual procurement goal.

Illinois

Veteran Business Program provides certification, networking, and direct connections to state contracting opportunities with dedicated set-asides.
